Gloria Macapagal-Arroyo’s presidency (2001–2010) is remembered for its strong focus on economic reform and resilience. Despite facing multiple political controversies, her government implemented key reforms such as the expanded value-added tax (EVAT), which improved government revenue. These funds were used to support infrastructure and pay national debt, helping to stabilize the economy.During her term, the Philippines experienced consistent GDP growth, and foreign reserves increased. Arroyo also supported the growth of the Business Process Outsourcing or BPO industry, which became one of the major sources of employment and economic strength.However, her presidency also highlighted the importance of public trust in leadership. Corruption scåndåls, such as the NBN-ZTE deal and the fertilizer scam, damaged her credibility. The lesson here is that economic reform must go hand in hand with good governance and transparency. Economic numbers may improve, but if the public feels cheated or ignored, progress is fragile and easily lost.
