The seat clamp should match the outer diameter of the seat tube on your frame, not the diameter of the seatpost itself. A 28.6mm clamp is typically used with a 27.2mm seatpost, which is common on many road bikes... As well as that, the seat clamp needs to fit the outer diameter of the seat tube too, and not the diameter of the seatpost.
