Who is to be blamed for excessive flooding in the Philippines people or government?

for me its both, since the people are the ones who leaves their trash behind and the government because they do nothing about this but if i was going to pick between the two its going to be government because of if they do something about like make a law or anything that could help about dont throw trash anywhere the flooding could be prevented
